Russian Authorities to Liberalize International Routes

Russia's Ministry of Transport is establishing a new system for choosing which carriers will operate on international routes. Carriers must have an International Air Transport Association (IATA) Operational Safety Audit (IOSA) certificate as well as demonstrating a high level of flight regularity and no tax debt.
